Our Story

HHS Advisory Services was established by Frank Petrus to provide public sector and non-profit leadership with executive level consulting support focusing on the transformation and redesign of key health and human services (HHS) programs. 

Frank brings more than five decades of state and local government experience in public sector and non-profit HHS. He has held executive leadership roles in state and local government and national consulting organizations, and is a recognized national expert on public sector HHS programs and enabling technology. 

Frank Petrus, Principal

Frank Petrus has been a Principal with HHS Advisory Services since August 2019. Prior to that he was a Senior Managing Partner at Gartner, Inc., for twelve years. 

At Gartner, he established and led the company’s Public Sector Health and Human Services (HHS) Practice. He and his team focused solely on public sector health and human services consulting and grew to be nationally recognized leaders in the transformation underway in HHS to a more person/family-centered approach for the planning and delivery of programs and services.

Currently, Frank is a senior Advisor to executive leadership in public sector and non-profit organizations focusing on developing integrated strategies for supporting the health, well-being and empowerment of children, youth, adults and families.

Frank brings more than five decades of state and local government experience in public sector and non-profit health human services organizations. He has held executive leadership roles in state and local government and is a recognized national expert on public sector health and human services programs and management information systems. 

He has developed innovative tools and methods for supporting leadership in developing cost-effective solutions that support day-to-day practice as well as the redesign of health and human services to achieve better results for those served by government, private providers and non-profits. 

Frank has led several transformational efforts around “accountable care communities,” integration of behavioral and physical health. person/family centered “whole person care” and the application of technology to enhance decision support at all levels including predictive and performance analytics.

He developed and trademarked the life of the Case/Life of the Process Review and Analysis Methodology™ for strategic planning, business process reengineering and system requirements development. He also developed the Outcome Framework and Quality Assurance and Improvement System methodologies to support HHS agencies in the assessment, implementation and sustainability of best practices for enhancing access, outcomes, cost, accountability and quality of programs and services. He has led integrated health and human services initiatives in several states and at the county and city level. 

Frank’s range of experience includes healthcare, public health, behavioral health services, Medicaid, child welfare services, welfare-to-work, homeless services and education. 

He has a proven record of accomplishment in ensuring the effective application of a strength-based person/family-centered model of practice for the redesign and delivery of health and human services. 

For more than 25 states and local jurisdictions, he has played leadership roles in HHS Strategic Planning and Management, Systems Planning, Business Process Reengineering, Policy and Practice Redesign, and Forensic Assessments of troubled and failed HHS transformation and technology initiatives. 

He has also led several states in the planning and procurement for the implementation of integrated eligibility, child welfare, Medicaid and child support systems, health information exchanges, health insurance exchanges and in the meaningful use adoption of electronic health records.
